Take an action when GCP Notebooks instance idle shutdown is not configured based on the GCP > Notebooks > Instance > Idle Shutdown > * policies.

Idle shutdown is controlled by the idle-timeout-seconds key in the Workbench Instance gceSetup.metadata map. When enabled, the timeout must be within the GCP > Notebooks > Instance > Idle Shutdown > Timeout bound.
