Discover the GCP Model Armor Floor Setting for a project and add it to the CMDB.

The Model Armor Floor Setting is a per-project singleton — there is no list operation, so this Discovery control issues a single getFloorSetting per project and upserts exactly one Floor Setting resource. Once discovered, the resource tracks its own changes through the CMDB control.
