Configure public network access settings for Azure > API Management > API Management Service.

The Public Network Access policy determines whether the public network access for Azure API Management Service should be Enabled or Disabled. When public network access is disabled, the API Management service can only be accessed through private endpoints, providing enhanced security by preventing public internet access to the service.
