Sets the Managed Identity settings required for Azure > App Service > Web App.

When user-assigned identity resource IDs are given, the Web App's user-assigned identities are set to exactly that list; a system-assigned identity is preserved as-is, or enabled alongside them when requested. Otherwise the identity type is set as requested (assigning a system-assigned identity, or removing the managed identity).
