Set a schedule for starting and stopping an AWS RDS db instance.

Note If tag-based scheduling is in effect (via a with Tag override or Enforce: Per Schedule > Tag schedule policy value, or the deprecated "Schedule Tag" policy) and the db instance has a schedule tag, then the schedule specified by the tag will be in effect.
